i heard some where up there i can buy cheap damaged cars from police or insurance and repair it , do you know how or from where can do that?

Your best bet is Univeral salvage , they have branches and sales all over the country , they are on the internet

There are lots of car auctions, and you can get the stuff for nearly nothing, but you'll likely have no idea what's wrong with it or what it will take to fix it, assuming it can be fixed.

I'd rather spend a little bit more and get something used that I can at least get an idea of what's wrong before I buy.

If you're VERY good, you can get stuff cheap and fix it up and resell, but you really need to know what you're looking at, and preferably drive it, which you can't always do at auction.

Keep in mind, they're auctioned for a reason, often - not considered selling on the open market. Some are just auctioned for high mileage, and might be fine, others have serious problems.

buying and fixing insurance write offs with the purpose of selling and making respectable profit can be very difficult. Newish,desirable and popular write off cars(sport,4x4,people carriers,high spec diesels) would have very badly knackered and would need too much work to put it right like straighting the body on the jig involving skilled and trained work blah..blah...blah.
But if you want to buy any damaged car just to practice your skills, you can place an advert on local newspaper and offer free collection for damaged, unwanted or an MOT failiure

Your best bet is the salvage yards,unless you know some insurance adjusters dealing with autos.
Their are other way you can go on line and search salvage autos or place an add in your local paper in the clasiffieds in the parts part of the auto section.

It is true and there are auctions where you can bid and buy cars like that i have a friend who's family does that all the time but idk how to find those auctions in your state sorry can't help more but don't give up they are real and out there and every weekend, twice a month or once a month something like that but good luck
