hire immigrants and put out the money for the work permits in the UK? I am interested in security and or corrections work.

We are well short of 'full employment' in UK, so it's quite rare for a Company to have to look outside UK for any but the most specialist / top end posts.

It may be possible to find an Agency in your own Country that has a branch in UK that will take you on and try to find you work in UK, especially if you have decent skills & qualifications - but watch out for the scam artists and rip-off merchants ...

Another way is to apply to a large multi-national in your own country & ask them about opportunities in their UK offices.
