Definately do not wear them if you are wearing open toe shoes, only closed toe shoes. In general a lot of people have stopped wearing nylons. Tights seem to be in right now. If it is really cold outside and I'm earing a skirt or dress with closed toe shoes I wear them, but usually go for tights rather than nylons.

When you're a female....actually they should be worn when you are going to anyplace formal or when you get dressed up, e.g., an interview, a dress-up date, a business meeting. You can also wear them just about anytime you wish or just when you want to feel a little more dressed up. I've known some women who wear them all the time, even under holey, high-fashion jeans. It's your call.

Preferably never. Stockings...dark and thick...are OK with a more casual look. But if you're dressing up pantyhose (not hoes, honey) are tacky, particularly with an open toe shoe or...god FORBID...a sandal. The best look is a well shaven leg with a skin highlighter on the bone.

When you wear panythose always wear nude ones and not black, navy blue, etc.... Choosing whether to wear panythose or not largely depends on the event and the weather. I personally would go without pantyhose except in winter.

Anytime you have an excuse...lol...Whenever you wear a skirt or dress I guess, as long as you have closed-toe shoes or boots. Especially when you want to look more formal. They make our legs look great :)
