I live in Oregon and we do have rain here, in the valley and on the coast, however, Washington has a lot more rain than we do.
Anyway, unless you are retired, want to work for minimum wage or at a casino - then the coast would be great. If you need to make a decent living then you need to look in the valley; Portland, Salem or Eugene. The valley is warmer, than the coast, in the summer.
The best thing to do, if you're not retired, is obtain a job before moving here.

I live in Oregon, fifty miles from Eugene and Sisters. I am in the foothills and while we do get rain, we have more clear days than Eugene/Springfield. Yes, it does rain here(about 50 inches)in this area, the coast will be more gray and have more rain/precipitation. The Bend/Redmond area is high desert. They don't get anywhere near the rain that the west side gets. They do get snow, and lows in the low teens. The Bend area is the fastest growing area in Oregon. The Medford/Klamath Falls area is dryer, warmer, browner then my area. Employment is kind of rough down there right now.The Portland area is a beautiful place, especially for a large city,the downtown core is just wonderful. The Pearl District was full of empty warehouses, but has been revitalized, you can rent lofts and apts have been made from the warehouses, it's very artsy. There are tons of things to do and enjoy in Portland. They too also get more rain then I, and they also get winds from the Columbia Gorge, that is a beautiful area as well. Smaller towns all along the Gorge so I don't know how employment would be. The outdoor activities here are endless, hiking/biking trails, snow sports, water sports, kayaking,canoeing,fishing etc. I live on the McKenzie River and it is beautiful here, I moved here from Washington and I know for certain that we get less rain and more clear days then where I lived in Washington(Chehalis). You will find the people of Oregon are true nature lovers and are very friendly, smiles come naturally here, I won't be moving anywhere else, I have found my eden, and I have lived in five different states(California, Utah, Colorado, Washington, Oregon. I have traveled in Montana, and Idaho also,but my heart always brings me back here. Hope this has helped.

yes people live in Oregon...but i dont...no it does not rain all the time but more than places like New Jersey
