go to a hosting company such as 1and1.com and pay for a hosting plan then you can use a free program such as Nvu to design a page and another free program such as filezilla to upload you page to the server

other than that you could use some free hosting sites but the only way to get a domain name for example www.yourname.com is to go through a paid hosting company

You can start building your website using a tool for that effect. Try Frontpage. it comes with Office. Get used to it. The site is kept on your pc first. When you want to publish it, you must look for a webhosting company, and then you can upload your site to their servers. Do some research first. There are lots of good guides on the internet on that subject... Good luck!

u can buy a domain but for that u must need plenty of experience...like suppose with ms frontpage,flash and stuff.....

If you have no programming experiance then you still have a long road to travel.
