When I was young I lived in Stockport (Cheshire) and I remember always seeing grafitti on a bridge which said this phrase in large letters.
To this day I have not understood it because I thought it might have some profound meaning.
Any ideas anyone?

Someone was drugged up and they witnessed a dog chasing a car, so then they spray-painted this phrase.

Dogs do like cars. If you ever gave a dog a ride in the car you would see that it's true. The smells that goes past their nose is Nirvana for them!
