It depends.
Cartman is a strategical genius, But he doesn't have many gadgets.
Stewie has so many advanced peices of technology, he would probably buiold a time machine and go back and prevent him from being birthed.
If Cartman tried feeding Stewie his parents, then Stewie would just ask for more Chilie. Cartman is another Hitler,
But Stewie is the Devil himself.
