How many rights does it grant to the States?

The Constitution does not confer rights on individuals or states. The purpose of the Constitution is to limit the powers of the federal government. The first ten amendments are known as the Bill of Rights.
Do a Yahoo! search under "United States Constitution." You can then read up on all of the amendments.

None. The constitution states you were born with natural rights "endowed by their creator" which may never be taken away.

Sometimes when I hear a crime or something all out stupid done, and they phrase that the Constitution gives them the right... I think it gives them too many rights.
