Well it's easy,
-3x+2>17
-3x>17-2
-3x>15 then divide both sides by -3 inorder to get x now
x<-5 is the answer because when you divide both sides by a negative number it changes the signs
I hope you understand

First: subtract 2 from both sides (moving variables to the opposite side means: use the opposite sign)...
- 3x + 2 - 2 > 17 - 2
- 3x > 15
Sec: isolate "x" on one side > divide both side by - 3...
*When you have an inequality and your dividing both sides by a negative number, change the inequality sign.
- 3x/-3 > 15/-3
x < - 5

-3x+2>17
Subtracting 2 from both sides preserves the inequality.
-3x > 15
Dividing both sides by -3, a negative number, reverses the inequality.
