If the person is absolutely sure they cannot turn the PC off and do something else when other things are important and need to be done, I would find a good General MD who understood OCD!! Obsessive Compulsive Disorder is what it's called. They are like the people who count all the tiles while they take a shower. Or someone who has to "check on things" a certain exact number of times repeatedly, as though for luck, but it's an obsession. And they should ask the receptionist or nurse OVER the PHONE if the doctor treats any OCD patients and it might save them money and time.
Behavioral science doctors are extremely expensive. But if this person just annoys you because they love their PC then maybe it's not an addiction and more of a hobby. Good Luck!! @8-)
