West is a relative term that just describes where you are in relation to somewhere else. No matter where you are, you are still west of somewhere else.

West is defined geographically with respect to the Earth. Since this geographic reference frame rotates along with the Earth we are always in "the West".

The term has nothing to do with the Earth's rotation. It was coined at a time when Europeans were exploring the world's oceans and traveling to new lands, most notably the Orient, which was east of them by known sea routes. The names have stuck.
