As others have said, it was Trevor Francis who moved from Birmingham City to Nottingham Forest in a deal worht £1.18m in February 1979.
This was almost 4 years after the World's first £1m transfer when Guiseppe Savoldi moved from Bologna to Napoli for £1m in JUly 1975.
