I have two questions regarding Section 2B.07 Multiway Stop applications

Under part D. where it says “Where no single criterion”, does that mean parts A. B. and C. or does it mean parts A., B., C.1, and C.2?

Under the Guidance part D., when analyzing C.1 and C.2 for the 80% criteria do I use the original volumes in C.1 and C.2…. or do I apply part C.3 (70% reduction) and then analyze the 80%?

As I read it, if you satisfy criteria B, C.1, and C.2 to 80% of the minimum values (EXCLUDING C.3), you're golden.

My vote would be to put in a traffic circle with good signage and have done with it.... much more efficient if you don't require a light. Perhaps too "European" for the U.S. But I see it is gaining popularity.
