Your PC is infected with adware. A pop up blocker wont help until your PC is clean.
Use these scans to remove adware.

All of these are ones that I personally use and all are free.After you install any of them,make sure you update them to get the full affect.

1. Observe nearest window, ideally on 2nd floor or higher
2. Proceed to open the window
3. Unplug computer and all printers, scanners, etc
4. Pick up computer
5. Walk over to open window ideally on at least the 100th floor of a building
6. Signal to people below a large object is going to be dropped in the vicinity
7. Pause
8. LET HER GO
9. Smile satisfactorily on a job well done
10. Continue on with other important daily activities.

Popup blocker from browser won't be able to block all popups. if you have FireFox get an extension called Addblock Plus. For IE you need to download a couple of antispyware/block up apps like these:

First scan your computer for all Adware and Spyware, AVG Free is a good program for this.

Then download a program which properly blocks adverts, I find Opera very good, haven't had any unrequested adverts with it.

Make sure the pop-up blocker is on, its no use if it is not on.

I would say you probly have a virus or spyware.
