Well, most cases of edema happen after an accident involving the femur. In cases like this, you may need some warfrin or something to thin the blood to help keep the blood moving.
My recommendation is to:

STANDING SOLEUS STRETCH - Stand facing a wall with your hands on the wall at about chest level. With both knees slightly bent and your left foot back, gently lean into the wall until you feel a stretch in your lower calf. Once again, slightly toe in with the injured foot and keep your heel down on the floor. Hold this for thirty seconds. Return to the starting position, and repeat three times.
ANKLE RANGE OF MOTION - You can do this exercise sitting or lying down. Pretend you are writing each of the letters of the alphabet with your foot. This will move your ankle in all directions. Do this twice

Several things will reduce edema. First of all, is the swelling from an injury? If so, please see a doc asap. Pedal edema can be caused by being on your feet for extended periods of time, too much salt in your diet and not enough fluids (water). When you lay down, elevate your feet over heart-level, cut down on processed foods and sodas, no added salt to your food, drink more water (at least 8 glasses) and call your doctor and tell them what's going on. Some times compression hosiery can help keep the ankles from swelling. However, not knowing your med history, it's hard to say why this is happening. Please seek treatment as it might be a sign of high blood pressure, or poor circulation. Godloveya.

Does it harm? Go to the Dr and find out whats wrong...could be gout...could be edema...put your foot up higher than your heart and see if it goes down...OTC water pills may work, but you really should see a Dr.
