Are you going for someone's PIR? If you are, then be sure to check with whatever hotel you choose. A lot of them run shuttles back and forth to RTC (Boot Camp), but I'm not sure if they make any runs to the main base or not. A lot of them also offer discounts for PIR's.
ADDED AFTER YOU ADDED DETAILS:
Personally, and this is just my opinion, I would NOT stay in Chicago. Too much travel time involved and I figure the prices would be much steeper too. Look in Waukegan or Gurnee area. That's where you're going to find the hotels that offer shuttle service, if that's what you're looking for. Of course, a lot will depend on your Sailor and what s/he might want to do. Ours didn't really care about going into Chicago. He'd already been there on vacation. We found LOTS to do in the area, especially around Gurnee. Plenty of restaurants, shopping, movies, etc. You may find too that your Sailor just wants to spend at least some of the time decompressing around the hotel. We stayed in Lincolnshire (about 12 miles south of the base which is much farther than Waukegan or Gurnee) at the Staybridge Suites Hotel. We chose them because they have kitchen facilities in the rooms and I was able to cook for him. We arrived a day early so I could get my shopping and a lot of pre-cooking out of the way. I had also brought a lot of stuff I had made at home and then frozen for the trip. You have to remember this, as much as you've missed your Sailor, they've missed you too. Maybe even more. They want to hear what's been going on in the "outside" world and catch up. They want to talk on the phone to their friends and family members. Take some sweats or whatever was your Sailor's favorite bumming around the house outfit. They can't wear them outside the hotel room, but they will really appreciate a little time out of uniform. And you might want to expect guests. There will be a lot of Sailors who'll be alone that weekend. There was one evening that our son invited some of the Sailors from his Division over to the hotel and I fixed dinner for them all. It was a lot of fun.
Most of all, just make sure you pack lots of hugs when you go and you'll have the time of your life!!

I lived in Gurnee for 1 1/2 years and it is your safest bet! It is a nice, safe area and they have all the places you would want to go to. Gurnee Mills is a huge indoor outlet mall and is a lot of fun. Stay at the Hampton Inn because they have excellent rooms, continental breakfast, and free cookies at 8pm!

Look at the Gurnee area. They have every restaurant you need and a mall. You will only be about 10 minutes from the naval base.

We lived off base there about 10 years ago and it was awful so if you do have to live off base then dont do it anywhere near the back gate, My husband was walking home from his duty out the back gate and was walking down the street in his uniform and was actually shot at....and alot of hookers and drug dealers live in that part of the neighbor hood as well...be careful and dont go out alone at night, and if you have to do not wear your uniform
