We have a fuse box and need to know how to check it. What else could cause our lights to flicker? What else should we check or ask our apt. manager to look at?

power surge, loose connections, also loose connections in the fuse panel, worn out outlets. just a few ideas that it could be. you might need an electrician to check most of this out, unless you have the tools and experience to test these things, that will be your best bet. good luck, be careful.

Something that is cycling on is drawing power on start up. If there is something electric that you think might come on when it flickers that is what causes it. It is just the way someone wired it in. If there is nothing like this it could be a loose connection.

Probably a building-wide phenomenon. Maybe from a power surge from time to time.
