Snow is basically crystallized water droplets, and (most of the time) water freezes at 32F (0C). However that is the temperature needed for snow to form in the clouds -- thousands of feet above the ground.

As long as the snow falls quickly enough (downdraft, etc.), snow can reach the ground at temperatures in excess of 40F. Of course the snow won't stick to the ground when the temperature is that warm, but it can still reach the ground and melt on contact.

First and foremost, 32 degrees Fahrenheit is not the freezing point of water. It's actually the melting point of ice. While this sounds like splitting hairs, it is actually an important difference for determining the rain/ice/snow lines.

Snow can fall at surface temperatures above 32 degrees Fahrenheit, and rain can fall at temperatures below 32 degrees Fahrenheit. For the most part, the rain/ice/snow line is determined by the average temperature of the LAYER of air above a location.

If cold air is present over over a thick warm surface layer, it is likely you will experience rain.

If there is cold air (below freezing) at the surface, followed by warm air then another layer of cold air, you could expect freezing rain at the surface. This is because the snow that was produced in the cloud (all precipitation starts off frozen) will melt in the warm layer, then refreeze upon hitting the cold ground.

If there are no significant warm layers over the cold ground, or an extremely shallow warm ground layer (which would give you snow with above 32 degree Fahrenheit temps) one would expect snow.

This is by no means the only factor determining rain/ice/snow, but this is the most common method used by forecasting

It has to be 32 degrees Fareheit. It may snow at upper levels and never reach the ground.
