If you said two thousand AND seven what you are really saying is 2000.7 The decimal is when you say the AND.
If you say twenty oh seven I would assume that you mean twenty zero seven and that would be like this 20 0 7. Three seperate numbers.
If you say twenty oh seven that would be 20 o 7 and doesn't make any sense because it is a number followed by a letter, followed by a number.
