what way do I turn it, either way, it won't budge, any suggestion to be able o do it myself??

If you cannot rotate it with your hand, this generally means that there is enough rust, lime, or calicum built up in it to make it hard to turn...Take a pair of pliers and carefully use them to turn the valve...To shut off the valve, turn it in a clockwise direction...That is in the same direction that a clocks hands turn...Do not put too much pressure squeezing on the handle...It wil bend if it is an old one...lol

There is a pliers called a "Channel Locks" and also one known as a ""Vice Grips" that will make the job easier. Don't worry if the handle breaks, you can get one at any home center or hardware store.
Plus you get the fun of buying a new tool or two. Sweet.

right to tighten/turn off. sometimes they get kinda stuck. put a pair of plier on them. even if you break the handle a little, it should give enough so that you can turn the water off.
