An eagle is supposed to be able to fly above a storm, so when life gets you down, God will let you mount up on eagle's wings to fly ABOVE the storm!! Good Luck!!! @8-)

The phrase means that the speaker promises to give the solution to your life issues, to take you out of trouble to the heights of joy and fulfillment. And will do so quickly and with power, as if an eagle carried you there.
Unfortunately, in real life, you have to do this for yourself. No one is coming to rescue you. No one will give you all the answers. No one will lift you up that way. It's a wonderful, exciting thought, but not the way it works in the real world. We all have a lot of work to do to raise ourselves up.
