I'm developing several resumes based on the position I'm applying for and one of them lays out smoother as a functional format than a chronological one.

Are functional resumes EVER appropriate in your experience?

I have been in my job for almost 10 years but served in many acting positions and am applying for a higher position than I am in now.

Well, actually a functional resume would help you in a situation when specific skills and accomplishments are required to be displayed. Your experience and academic qualifications will help you demonstrate you are a competent candidate for a certain job.
Thus, I believe it is way more useful to you than a chronological one. I mean you have all that experience and all!

A functional resume is more appropriate if you want to apply for a higher position.

Good luck!

As I understand it, functional resumes may be more usefull if you are trying to enter into a new field, and lack any job experience in that field. Some employers may appreciate this approach more if there is an implied understanding that you are new to the field. My personal preference is a combination of functional skills, and the most relavent job experience, rather than a simple chronological list, or a purely functional one where real work experiences are not outlined. In either case, diversity and brevity are to be preffered
