The best place is Sabang in Puerto Galera (on Mindoro). Great diving and good nightlife too.

The best place for diving is Puerto Galera, hands down. The nightlife in PG is OK. Boracay has ok nightlife, but the diving is extremely marginal.
I just got back from a 3 1/2 week tour of Puerto Galera, Boracay, and the Calamian Islands. If I don't skip Boracay all together next time - I will definitely skip the diving there. The Calamian Islands are great, but nightlife is non-existent there.

I came from cebu but i think the best place for scuba diving is in boracay. Cebu is a nice and good place but we are talking about nightlife and scuba diving here so it should be boracay.

If you enjoy diving, nightlife and things like history, run through of Filipino culture go to Cebu - dive sites at Malapascua and Mactan are excellent
If you're in it for the diving + nightlife alone, go to Boracay....
Either way you'll be equally rewarded with a great vacay...or you can trip going to both...get transfers to Cebu via Iloilo

boracay is better than cebu. cebu is an urban city, if you go to mactan island then you can enjoy diving there.
the best in scuba diving as my friends say is tubattaha reef, in palawan. its a UNESCO world heritage site. need i say more..

Boracay is the best place if you are into nightlife.

customarily the Caribbean. maximum places are solid, some are better than others. First selection could be Grand Cayman. appropriate community and massive scuba diving. heat water and extremely sparkling. 2d selection Cozumel. solid diving yet not just about the community which you have on Grand Cayman.

Boracay! The corals are breathtaking. A certain hotel there has a folk dance presentation at night.
