You have to take standardized tests because the government wants schools to be more accountable to taxpayers. A standardized test allows comparisons between students, school boards etc. This doesn't mean that a standardized test is the best indicator of your achievement level. It is a snapshot in time and many teachers object to them. However, when the government implements a standardized test, people somehow feel more secure that students are being appropriately tested and instruction is being appropriately given.

Money. If your school doesn't do well on the standardized tests, money can be taken away by the state.

That is why the teachers are told to "teach to the test" instead of ensuring that you learn everything you need to in your grade level so that you have a good foundation for the next grade.

Standardized tests are how school districts measure if students are learning by comparing them to other students across thier school district and across the country. The results of those tests determine class choices, and the focus of school years.
