They can be sexually attracted to men and women. Usually though, people say this once they have actually acted on these feelings. Bisexual people can also fall inlove with both.

They generally mean they are bisexual -- attracted sexually to both sexes. But usually it means they are homosexual, but trying to claim heterosexual privileges.
It might mean that they're attracted to you, and they're giving you a chance to respond without making an open pass at you.
