you can hide your IP by using a proxy, which you connect to and then that connects to the website or program. proxy companies usually charge and the free ones are terribly slow, type in proxy setup or something in yahoo or google for some free ones, but be prepared to spend time messing about . :D

Ummm...well, the answer you'll find eventually isn't one that you'll want. You don't without a lot of skullduggery. You see, your computer uses the address to identify itself to the next up the chain. So, as you've found out, the external doesn't really hide your identity, it merely adds a layer. Adding another IP address up the line will do the same thing for as long as it takes for the website to process the request and find out..."Oh, it's HIM again, DENIED". There are a few ways to hide this, but they either involve a financial cost, borderline hacking or other things that I don't think I'd care to pass along without further knowledge of exact circumstances. Sorry.

You can use dial up modem, proxy server or commercial software as Anonymous Surfing or Hide My IP.
If you can pay $20-$30 than I would advise commercial software. If not, than use proxy server. Also, I believe you will need to use CGI proxy to access Rapidshare. Try one of the proxies at www.hideipaddress.net

hopefully this will help...
