It was a no-namer named Marty Garner. He, Garner, later explained that he thought HHH was going for a sunset flip (DumbA.S.S because Hunter rarely uses it), and therefore lowered his head. HHH decided to go for the pedigree not realizing that Martys head was at the wrong angle and the top of his head slammed into the mat.
He had a few bones in his neck cracked, but did return to wrestling, occasionally in the WWE, most notably serving as the first opponent for the new worthless P.O.S. of the month MVP at his debut match.

Its annoying to see Hunter get blamed for it, when he did nothing wrong, but give a rookie a chance in the ring who was not ready apparently, but a giant miscommunication that could have killed him.

he was a "no-namer." He wasn't important to wrestling. I haven't seen that video in a while though and I was just thinking about it a few days ago. WEIRD. Thanks.
