Charge is a propperty of elementary particles. A particles charge determines the particles behaviour in electric fields. Any particle with charge also creates it's own electric field around itself. The higher the chrage, the higher the electric field it makes. Stronger electric fields made by charges have more 'pulling power' to the opposite charge. A way of looking at it is men having "charge" (good looks). The higher their good lucks (or charge), the higher their pulling power of the opposite sex :P.

I would define it as an intrinsic property of matter related to electromagnetic phenomena. Charge can either be defined as positive or negative. Most objects have a neutral charge because they have about as many positive as negative charges.
