The panelling is in a basement rec room about 3 inches up from the floor. I have had drain tiles replaced and now I need to repair the panelling.

You have to replace the paneling or at least cut out the bad up to the undamaged. If it is not too high you might get by with installing a 3.5 - 4 inch kick molding. Stain or paint to match.

If not... start shopping for wall finishes.

Check with your insurance. If replacement costs are more than your deductable... File a claim.

Replace it with Cedar paneling and water won't be a problem anymore.

As long the paint layer is in tact,your wood is in good shape. Use wood polish on it,if the stain is caused by water. If not you need to sent it and touch it up

It has to be replaced or it will mold and that's not good.

you can't repair it, only replace.....and it's very easy to do so.
