We have checks and balances in government. We have three branches of government to promote those checks and balances -- The Legislative, Executive and Judicial Branch. We have the Constitution of the United States that dictates the powers of the government and our elected officials. The Presidential veto can be overridden by a 2/3 vote of Congress.

it's a constitutionally declared power. it's part of the checks and balances built into the constitution to balance the judicial,legislative and executive branches of government.
