Most likely not because PSP is made by Sony while DS is made by Nintendo.

DS uses a cartridges while PSP uses UMD and memory stick.

I assume that you're talking about ROMS. Probably not for most of the DS games because DS games requires a stylus, and the PSP wouldn't recognize the stylus. You can't exactly draw on the PSP screen.
