The island of Newfoundland, a province of Canada, is in a time zone only a half hour different from the time zone west of it.

Smaller regions may have just a single major city, and they'd like to have the clocks say "12" when the sun is directly overhead. And it may be closer to the nearest half hour instead of an hour.

I heard the time zones are not in a straight line (north to south) to avoid any heavily poppulated areas. I also heard the train companies had a hand in this legislation.

if you want an explanation for the strange things in Canada - there is none ( perhaps it is weather related )
