You could try a creeping thyme, some which is scented when you step on it. There are fescues that only grow a few inches tall. And last but not least, moss looks really good between pavers, doesn't need to be mowed or cut and comes in many forms and colors.

Irish Moss is an excellent choice to lay between pavers.. it is low-lying takes foot traffic fairly well, and If I remember correctly, in the spring even has tiny white flowers that will bloom out. Beautiful way to enhance your pavers.

I found dwarf mondo grass, but moss is pretty and very low maintenance, check ground covering plants with your local nursery

Instead of grass try a beautiful, low growing herb like thyme.

Try Bermuda grass. You can cut it short without hurting it to much. It's used on golf courses all the time.
