The "C" stands for cpatian of the team. The black tape is when they are mourning the death of someone.

The "C" means captain. They dont have to be the best player on the team they could be the worst like Othella Harrington was a captain for the Bulls and I think Ervin Johnson was a captain for the Bucks for a some time.
