Why don't you write a speech on goofy laws? There are some extremely funny ones and wouldn't take much time for you to write as all you really would do is reference laws. You can also do funny sitcom lingo or something around that if you really want to, and that could be kind of a game and then you have audience interaction kind of. Like you can do "funny TV/movie lines". I'm not sure how you could spin that but either way people would laugh.

I did my speech final in college about penguins, complete with a stuffed penguin so I could illustrate how they dive. Another guy brought in lumber and showed construction tips for a wall. In high school one guy gave tips on hunting complete with showing a bottle of skunk urine. I did mine that year on place settings with my mother's set of china.
