Only if I had taken my neighbor to the subdivision security council twelve times (or is it thirteen?). Once that was complete and the sanctions imposed, then would I turn to Rumsfeld for advice on how to build-up my military forces for an all out invasion of my neighbor. Keep in mind now that it doesn't matter what the sanctions are nor if my neighbor complied with them. This way all my other neighbors who were once on board with me will drop off and tell me I am a nutcase. I wonder what kind of sanctions I could get...
