By expansion into untapped supply fields, like Iraq. Large petroleum companies must continuously endeavor to snatch up lucrative contracts to explore and exploit natural resources. These companies are currently doing that with the Iraqi government. We all know, of course, this could never have been done with Saddam in power.

Because of the OPEC pact. Bush already owns enough oil shares in the middle east, why would he worry about the rest of the country?
