I am looking for a used laptop for my Dad to use. He doesnt need anything high tech just simple enough to access wireless internet. Doesn't need much memory really doesnt need anything but able to access the net(not dial up) please help! Dont wanna pay a whole lot either $100-$250 ish?? Am I asking to much?? or maybe someone knows of a website BESIDES Ebay

Search google for "refurbished laptops" or "used laptops". Older laptops did not come with a wifi card, but one can be added for $30. Shipping typically costs around $20 for UPS ground. Sales tax might apply if the vendor is in the same state where you want the laptop shipped to. You should be able to find one for under $300 that will satisfy your Dad. I suggest 128MB RAM to browse the web.
