Only if you believe it will.
Try to focus on the positive aspects of your life. If you dwell on negative memories, it's like building an invisible barrier that doesn't allow that good luck you need to come through to you.
I have a feeling the second half of the year will bring better luck than the first half.
As for good times, the whole month of August is looking good. Luck will come between September - November (so save any gambling until then) and then let the good times roll again during the next Christmas season!
