A letter from your states labor board might do the trick. Most states have restrictions regarding holding your pay, unless it is being garnished.

Are they withholding for a reason? Or are they just not paying you?

If they're withholding for a reason that you don't agree with, then you should talk to a lawyer. If you have a case, then even the threat of legal action might get them to pay.

On the other hand, if they just aren't paying you, then sheer persistence should do the trick. Back when I used to work in restaurants there was one place that didn't pay me my last week's wages, and when it was clear they weren't going to otherwise, I just dropped in whenever I was in the neighborhood and reminded them they hadn't paid me yet, until they did.

huh? You need to explain this one a little better. Why are they withholding? Wages garnished?
