There are 10 tenths. In an inch, in a yard, in a mile. It doesn't matter. The question is not about a distance measurement; it is really asking how many tenths can you have of something. The answer is always the same: only ten, no more, no less.

Well a tenth, as in .10 is equal to the fraction 1/10, so to have a whole you would need 10/10's.

1/10th of anything means 10 parts = 1 whole. Therefore, 10 10th = 1inch

This is the exact same thng as me saying, "How many 25ths are in one mile?" And the answer is, you can divide any quantity into evenly spaced parts, if you desire. once you do divide then you are left with that many parts, or evenly spaced divisions. To your question, if you want to divide an inch into ten parts, then do it and you will have ten equal parts when you are done. So if I divide one inch into tenths I will have ten tenths, combined will make one inch.
the size of each part will be 1/10 of an inch.
