The carrots we eat are the root formed by a carrot plant in the first season of its life. Carrots are biennials and live for two years only. In the first year, the plant's leaves generate food which is sent down to the growing root as a store. If left in the ground (instead of being dug up by us, to eat), the plant's leaves will die down at the end of the first year and the root remains underground waiting for the next spring. This is when the food store would be used by the plant to quickly produce new above-ground shoots, including a flower. The flower will (if fertilised) produce seeds which will make the next generation of carrot plants. Having flowered (whether or not seeds have formed), the carrot plant is at the end of its life and it dies.
This answer would equally well apply to many other root crops such as swede, turnip, parsnip, beetroot etc, but NOT potato. To find out why potatoes are different, you'd need to ask another question.

carrots take awhile, and like a rich deep soil as they are a root crop. plant in the spring, sowing seeds lightly on top of the ground, and do not cover as they need light to germinate. i like to grow them around my old fashioned roses, planting many varieties at once. good luck! i hope this helps.
