Yes, and contrary to popular belief it does not usually peel off ( at least not for 10 years and by then you are ready for a change anyways.

If you get a good primer you can, but I would still take it down. When the wall paper starts to peel so will the paint.

i don't think the paint will last as long, you're probably better off taking the paper down. they sell paper steamers at home depot that work pretty good.

You can, but i ceratinly do not recommend it. It will take some extra work to remove the paper, but the outcome will be much better looking if you remove it.

Please don't. Think of the next poor sot (who perhaps may be yourself or someone you love) who has to try to take that wallpaper off. It is not easy nor fun.
