a voice browser?? you mean like when u talk it goes to the website, if this is the case then yes u can install something like dragon naturally speaking. this will do what u tell it but it can taken awhile for it to learn your accent.

Yes, you can get screen reader software which will read web pages out loud to you. These come in various forms such as stand alone programmes that will reader anything on screen or as plug-ins for your browser. Some are free, some you pay for.

Try http://www.readplease.com/ as a starting point. They have a free version. If that doesn't do the job, try a trial version of one of the commercial versions.
