C is the correct answer. Their inability to get any reforms instituted led to the Decembrist revolt of 1825, which was led by some of these disappointed officers.

Old Mother Russia always admired military strength and power! This developed over the years as they spread there empire outward and ventured into the Black Sea with there own Fleet! Ports of commerce were created along with military strongholds throughout the region. They even finally conquered the waterways from the Dutch and Swedes too!! Remarkable since the giant nation had virtually no fleet before!!
