Definitely Mo Slyzak the Bar Owner. He's got all the best lines and the best alter ego.
The "Who Shot Mr. Burns" episode with Mo being hooked up to the lie detector when questioned by the police is HILLARIOUS!!

Non-family member has to be Sideshow Bob especially in the episode where his brother appears played by David Hyde Pierce, 'though Fat Tony gets a look in as well.
