It definitely can. Eat small portions, and healthy food.
It's better to eat a bit more during the day and less for dinner, especially if you're about to go to bed.

Eating a big breakfast will not compensate for missing lunch. While it is important to eat breakfast, a big breakfast is not good. You should eat 5 to 6 small meals. This will speed up your metabolism. One good thing to know, do not eat until you are full, but until you are satisfied.

Yes, skipping eating and going hungry can slow down your metabolism. If you are trying to loose weight, this can defeat your goal. It's better to eat small amounts throughout the day.
Exercise and watching portion size is the key to weight control.

Yes, whenever your body goes into "starvation mode" (you skip meals and drastically lower your caloric intake) your metabolism will slow down and calories from anything you eat will stay in your body longer since your body doesn't know when it'll get its next meal. It's better to a eat a few small meals during the day. (Like yogurt, apples with peanut butter or cheese, breadsticks with hummus...)
