I know it is active job seekers, but is there limits to how long they are counted? Do they only count those who are drawing unemployment insurance?

anyone who is actively looking for work is condiered unemployed, whether or not they are collecting unemployment is irrelevant because you can be fired for poor work on your part and still be unemployed but not eligible to collect unemployment insurance.

And then WI has this quirky requirment that if you are on a new job from your old job and your income before you let go on your new job does not exceed (X) then you don't get unemployment. So that isn't an accurate basis for counting the unemployed. The Thursday claims number goes off of unemployment comp but the monthly unemployment rate, on the first friday of the new month counts for anyone who is looking, that is what the rate is based on.
