please can anyone give advice on how to bring a civil action on the above grounds

I lent goods to my ex wife while she was trading in a shop, when the shop closed due to rent arrears, the bailiffs came in, i prepared a statutory declaration through a solicitor show the goods we purchased by me but they carried out the sale, not many bid were received. i did get the goods back (i had to pay for them again) are the above ground right

Have you consulted your local Trading Standards Office? This sounds like a useful first step.

Otherwise, if you find that you are on your own in asserting your rights, the thing to do is to call in at your local County Court and take out a summons against the other party. The County Court will serve the summons and set a hearing date. The matter will probably be heard in the small claims court.
