Breeders are responsible for 80% of the pet overpopulation and do not contribute to any spay and neuter funds. Pet overpopulation cost US taxpayers millions of dollars a year. 4-6 million animals are euthanized a year because of lack of regulation on Breeders.

At this time there is no licensing of Breeders. No oversight by most of our Federal and State entities, except for Pennsylvania who just enacted an oversight Animal Welfare committee over the puppy mills. It is the non-profits and taxpayers who pay for irresponsible breeding practices. AKC standards are substandard and do not eliminate maladaptive genetic traits with their guidelines. Hair Dressers have licenses and have no significant impact on our tax system, the community, animal species or the environment. Nurses pay several thousand dollars to get a degree to save people lives. It is time that we mandate State licenses for Breeders with guidelines set by Vets, and other Animal Welfare organizations. This would cut down on killing millions of dogs and cats a year.

Legally they should be paying taxes and that is usually the first route when trying to get one out of the business. If you know of someone breeding crap and selling puppies DO report them to the irs!! Breeders are not exempt for any reason and are liable to pay tax on any income received. Sale of a product is income. ANy funds that are put in their hands is income!!!

If you know of anyone with time to get some facts on the people advertising online and reporting them for tax evasion it would be helpful. What ever trouble or difficulties you create for the breeder is a benefit to the pets.

It is the puppy mills, commeercial breeders, and BYB that add to the pet overpopulation problem. I work in a shelter also, and work hard placing dogs. I have NEVER had a dog come through that came from a GOOD breeder. They have all come from BYB or puppy mills. Good breeders take back any dog they have produced at ANY time. I know where each and EVERY puppy I have produced is, and who they are with.
You need to vent on the right people. The BYB don't see anything wrong with breeding their PET and don't screen who they go to. Anyone with the cash can take one home. THERE is the problem. As anyone in shelter work can attest, screening is the best tool to ensure a good placement. Good breeders spend a LOT of time on things like that, and will not place a puppy with someone they are not comfortable with.
Good breeders breed much less than the other "puppy machines". Direct your effort there.


Gee, it is too bad that some people want a dog for specific reasons. Should I have some little mixed breed that I am expecting to haul wood???? Should police use mutts from the pound for K9 work?????

Get a grip. Breeding needs to continue, but be stopped by people not doing it for the right reasons. There would not be tons of dogs in shelters if more of the people breeding had to do health clearances, screen buyers, and take responsibility for the puppies they produce!!!!!!!! All that would deter MOST of them!!!

Your "proposal" won't work, because the people who do not care about their breeding practices NOW, will not care to follow the rules THEN. At that point it will only be penalizing the good people and the idiots will go on doing what they are doing now.

Do you think that the USDA liscensing of commercial breeders has done anything???? They may pay taxes, but they still crank out just as much CRAP as ever!!!!!

first off there is a difference between a smart responsible breeder and a puppy mill breeder. a responsible breeder normally breeds for show, while a puppy mill breeder breeds for money and over populates.......get the facts straight breeders are not bad people. get a life annoy someone else.

You give me company!!! For so long, I have felt lonely regarding this subject. I do not agree with any breeding, especially with dog breeding, as far as I am concerned, I work in a rescue and love dogs, their are far too many dogs in this world, caused by breeders, otherwise there would be no need for healthy dogs to be PTS (euthanised).

DON'T BREED OR BUY WHILE HOMELESS ANIMALS DIE.
